Hannah Biggs to carry Beijing Olympic Torch on horseback in Champions Parade

International dressage rider Hannah Biggs has been invited to join several Olympians in a past and future champions? parade to accompany the Olympic torch on its journey through Dorset.?

As the London 2012 torch reaches Shaftesbury on Thursday 12 July, it will be carried through the town accompanied by Hannah and two past Olympians, including Anthony Nunn, a hockey player in the 1952 Games and an English runner who carried the torch from Gillingham to Shaftesbury for the 1978 Games.?Hannah, who will be part of this convoy riding The Southern Cross Stud?s Ice Age, has been asked to carry the Beijing torch courtesy of Coca Cola.?

As a rider on the World class performance programme, Hannah, who is trained by Olympian and Team GB European Gold medal winner Emile Faurie, has been identified as a rider with future potential to deliver success for Team GB.?

Each champion will be carrying an Olympic torch as part of the Olympic celebrations, which will follow a route through the town to finish at the Town Hall where they will be met by the Mayor and local MP?s.?

Hannah explained: ??This really is a great honour. After all this time the Olympics are finally here and everyone is getting into the Olympic spirit. It?s very exciting to be carrying an Olympic torch, even more so on horseback.?

?All I have to do is deliver it in one piece to the Mayor and stay on! With such phenomenal success over the past 18 months the British dressage Team have certainly put dressage on the map. All the team GB riders have been a total inspiration so fingers crossed they will bring the gold home.?

Labor Dept.: Md. employers cut 7,500 jobs in May

Maryland shed 7,500 jobs in May in what was one of the largest losses in the country, according to new estimates.

The U.S. Department of Labor said today that only North Carolina and Pennsylvania saw bigger cuts during the month ? 16,500 and 9,900 jobs respectively.

Maryland's unemployment rate increased to 6.8 percent, from 6.7 percent in April. That remains below the nation's rate of 8.2 percent in May.
The figures are preliminary and could be revised. But it was the third month in a row that the federal estimates suggested declines. Maryland lost 5,400 jobs in April, according to new revisions, and 600 jobs in March.

The numbers are adjusted to try to account for seasonal patterns in hiring and layoffs, showing losses if cuts are larger than normal for the time of year ? or if growth is less robust than typical. In the case of the new figures, it's the latter.

The raw numbers show Maryland employers adding 10,000 jobs in May, less than normal for what is generally a big hiring month. If the estimates aren't revised, it will be the smallest May gains since 1976.

Economists have warned, however, that unusually warm weather during the winter shifted hiring patterns earlier and may be complicating efforts to compare apples to apples.

    EU Council backs fish discard ban

    Fisheries ministers say Europe should ban the controversial policy of discarding dead fish caught by accident under the EU quota system.

    After 24 hours of negotiations, the EU Council agreed that the procedure should be stopped.

    Ministers are calling it a breakthrough but environmentalists accuse them of failing to protect the oceans.

    Provisional dates agreed by ministers would see a ban on discards of mackerel and herring before 2014.

    A phased ban on discards of cod, haddock, plaice and sole would be fully in operation before 2018.

    It is more difficult for fishing crews to avoid by-catch with these species which swim together.

    The deal is a compromise and subject to more talks. Any final settlement will have to be passed by the parliament and the commission.

    The ministers also said that regions of the EU should be given more control over fisheries policy.

    And they agreed that overfishing should end by 2015 where possible when scientific advice on the stocks are available, and by 2020 at the latest. Fisheries will be governed on the principle of Maximum Sustainable Yield (MSY).

    This was subject to heated discussion, and Greenpeace says the compromise on the timetable is unacceptable.

    Green groups will also be sceptical about the wording of the proposed limits to be imposed on fishing crews.

    The council's statement, for instance, says long-term agreements should set "quantifiable targets linked to biological parameters".

    Environmentalists want targets governed by science, not linked to it.

    Greenpeace Oceans Campaigner Willie Mackenzie said: "After decades of bad fisheries management that has devastated fish stocks, EU ministers are failing on their promise to overhaul Europe's fisheries management.

    "What happened overnight proves a stubborn resistance to change tack, and leaves EU fisheries reform hanging in the balance. Timelines are vague and too long term, the text on key issues like MSY is incredibly weak, and there is a real risk that fish and fishermen are facing another 10 years of overfishing and stock decline, with real consequences for species like cod, hake and tuna.

    "The European Parliament must now step in and make ministers come to their senses."

    Celebrity pressure

    Green MEP Isabelle Lovin said ministers were being reckless with fish stocks.

    "In effect, this is prescribing the continuation of a fisheries industry based on overfishing and resulting unprofitability," she said.

    "This will not only drive fish stocks closer to the brink, it will prevent the fishing industry from ever becoming independent of subsidies.

    "To add insult to injury, the ministers decided to weaken an already timid proposal from the commission aimed at addressing the wasteful practice of discards.

    "They want to adopt a gradual, case-by-case approach to discards, while increasing catch quotas to include fish that are discarded under the current system."

    But a UK government spokesman described the provisional deal as a massive step forward. Richard Benyon MP, UK Fisheries Minister, said: "It was always my aim to get the council to agree to end this wasteful practice as soon as possible. While I am disappointed that the council has not agreed the firm dates that I was seeking, a commitment to eliminating discards is a step in the right direction.

    "I came to Luxembourg to achieve fundamental reform of the Common Fisheries Policy, to achieve healthy fish stocks, a prosperous fishing industry and a healthy marine environment. There is still a lot more work that needs to be

    done but I believe the agreement we have reached is an important step on the way to achieving that."

    As reform of the Common Fisheries Policy needs to be agreed by the parliament, it is unlikely that any changes will be agreed before the end of this year.

    What the EU Council has done in agreeing a "general approach" to common fisheries reform is to send a clear signal on how they want to proceed.

    It follows a long and influential campaign by, among others, the British TV chef and broadcaster Hugh Fearnley-Whittingstall.

    Who Got Rich This Week: An Iron Mountaineer, A Cancer Drug Designer And More

This past week was a good one, if only?in that investors and insiders?didn?t get?absolutely hosed.?The Dow was up 0.7% week over week in early trading on Friday, with the S&P 500 and NASDAQ each?posting gains of roughly?half a percent?over the same period. June, however, shows little sign of being any better than May, as last month?s jobs report disappointed?and ?Helicopter Ben? Bernanke has yet to announce plans to further devalue the American currency. Here, some of the insiders that managed to?beat the market this week:

    Old School Mountaineer

    Vincent J. Ryan launched Boston-based Schooner Capital LLC?in 1971 as a vehicle through which to invest his personal capital. With no limited partners or outside investors, the outfit counts only Ryan and members of his family amongst its shareholders. Via Schooner, the Boston University graduate took over a small document storage operation in the late 1970s called Iron Mountain. The company, which?had only one location and less than 100 employees at the time, was?named for the defunct iron ore mine in upstate New York?s Catskill Mountains where client documents were originally stored. Today, Iron Mountain is a $5.58 billion global?information management behemoth that?did?over $3 billion in sales last year. As for Ryan, he maintains control over nearly 10% of the company. The value of his 15.8 million Iron Mountain shares is up 13.6% week over week after an announcement on Tuesday?that firm will convert to a REIT.?According to?Iron Mountain?s?Tim Aldrich, ?the decision to become a REIT aligns with Iron Mountain?s operational goals, while providing the company with a tax election that will?increase distributable income?returned to shareholders.??Ryan?s stake in the company is currently worth $505.2 million, $60.5 million more than a week ago.

    Sunnydale, CA?s Pharmacyclics, Inc. makes drugs that combat cancer. Currently the firm has three drugs in the clinical development stage, all of which are ?synthetic small-molecules designed to target key biochemical pathways involved in human diseases with critical unmet needs.? These small-molecules function as enzyme inhibitors,?designed to block?the action of various naturally occurring?enzymes that catalyze the rapid growth and?spread?of?specific cancers, from lymphoma to pancreatic cancer. The company inked a deal with Johnson & Johnson in December 2011,?in which?the industry giant paid Pharmacyclics $150 million upfront for the rights to market ibrutinib, or PCI-32765, internationally, and signed on to finance 60% of the cost of fully developing the ?orally administered, selective, and irreversible BTK inhibitor? that is being currently being investigated in patients with leukemia and lymphoma. On Monday Pharmacyclics announced promising results from three trials of PCI-32765 at the annual meeting of the American Society of Clinical Oncology. The announcement was followed by a??buy? rating on the stock?from Brean Murray, Carret & Co. and an increased price target of $55 per share from Wedbush. Chairman and CEO Robert Duggan?s 14 million shares are now?worth $507.8 million thanks to?the resulting 17.5% pop, an increase of $75.5 million over last Friday.

    The Really Rich In Real-Time

    Equities started the day in the red but?ultimately closed?the first week of June on a strong note, with all three major indices up over 0.75% on the session. Of the 50 billionaires Forbes tracks in real time, even Mark Zuckerberg managed to make?money today. The Facebook founder was up 2.97% as his company managed a rare win, adding $378.82 million to his net worth on the day. The only billionaires that outdid Zuckerberg on Friday?were the?members of?the formidable?Walton clan of Arkansas. The value of?Christy, Jim, Alice and S. Robson?s?combined stake rose 3.57% on news that South American unit Wal-Mart de Mexico?s sales rose 10.2% in May over the same month in the year prior. Together, the four Waltons? Wal-Mart holdings gained $3.07 billion on?Friday to $89.25 billion. Also enjoying a positive performance was former Best Buy chairman Richard Schulze. The founder of the struggling big?box?electronics retailer logged at $29.54 million gain on his Best Buy stake in his debut on the Forbes Real-Time Billionaires list. Schulze replaced Ubiquiti Networks founder Robert Pera on the list after Ubiquiti shares took a?curious nosedive; the stock is down 62.5% since May 1.

    After Hours: Facebook shares gain ground after hours

    LOS ANGELES (MarketWatch) ? Shares of Johnson & Johnson Inc. slipped Friday evening after the health-care products giant outlined plans to take a quarterly charge, and Facebook Inc. shares extended dayside gains ahead of expected data about effectiveness of the company?s ads.

    J&J /quotes/zigman/230812/quotes/nls/jnj JNJ +0.29% ?stock pulled back 0.2% at $62.85 as the company said it expects a special second-quarter charge of $600 million to settle civil suits on how it marketed certain drugs.

    Stocks post best week of 2012

    The charge will cover a potential settlement for civil charges that it marketed the drugs Risperdal, Invega and Natrecor for uses not approved by the Food and Drug Administration, and that it provided kickbacks to pharmaceutical-benefits manager Omnicare Inc. /quotes/zigman/237179/quotes/nls/ocr OCR +1.43% ?Shares of Omnicare fell 0.2% to $33.28 in evening trades.

    Late-traded Facebook /quotes/zigman/9962609/quotes/nls/fb FB +3.00% ?shares picked up 0.6% to $27.25. The stock finished the day session up 3%, finding strength after Internet-data tracker comScore Inc. indicated that figures to be release next week will show Facebook?s ads are more effective than investors think.

    ?We are gaining critical new insights that show Facebook earned media is having a statistically significant positive lift on people?s purchasing of a brand,? wrote Andrew Lipsman, vice president of industry analysis at comScore in a blog preview of the report.     NEW YORK (Reuters) - Coca-Cola Co and McDonald's Corp slammed a proposed limit on soft drink sales in New York City that would turn a small McDonald's drink into the new large and could trigger a wave of similar restrictions aimed at curbing obesity.

    "New Yorkers expect and deserve better than this. They can make their own choices about the beverages they purchase," Coca-Cola said in a statement on Thursday. Coke dominates the U.S. fountain drink market, and would likely be the most hurt.

    On Wednesday, Bloomberg proposed amending the city's health code to ban the sale of soft drinks in cups larger than 16 ounces, a size equal to what McDonald's calls small. The chain's medium is 21 ounces, and its large is 32 ounces. Its kids' size is 12 ounces.

    "This raises the specter of this going to other cities as well," said Bernstein Research analyst Ali Dibadj. "These companies may have to start playing whack-a-mole if this gains momentum."

    Heather Oldani, a spokeswoman for McDonald's, the world's biggest hamburger chain, said fighting obesity requires "a more collaborative and comprehensive approach".

    "Public health issues cannot be effectively addressed through a narrowly focused and misguided ban," Oldani said. She declined to say how much of McDonald's revenue comes from soft drinks, but Edward Jones analyst Jack Russo put it at around 5 percent.

    The ban would apply to restaurants, mobile food carts, delicatessens and concessions at movie theaters, stadiums and arenas where sales of fountain drinks are common. It would not apply to convenience, grocery or drug stores, which mostly sell beverages in bottles and cans.

    The proposal, which would exclude diet and dairy-based coffee drinks, must be approved by the city's Board of Health.

    "You can still be obese. We're not keeping you from eating fattening foods or drinking 32-ounce bottles of full-sugar drinks," Mayor Bloomberg told the All Things Digital gathering in Rancho Palos Verdes, California on Thursday via video conference. "We are just telling you that this is detrimental to your health and making you understand that by portion size."

    Bloomberg's assault on super-sized sodas opened a new front in the battle over how local governments regulate in the name of health what people eat and drink.

    Public health advocates who have been fighting America's growing obesity problem say portion control is key to weight management.

    "There's very strong scientific evidence that when people are served more they eat more, or in this case drink more," said Kelly Brownell, director of Yale University's Rudd Center for Food Policy and Obesity. Brownell applauded the proposal.

    "My guess is this will affect enough people in a strong enough way to create a pretty significant public health benefit," he said.

    Dr Pepper Snapple Group Inc did not return a call for comment. PepsiCo Inc referred questions to the New York City Beverage Association, which characterized the proposal as zealous and unlikely to work.

    "The city is not going to address the obesity issue by attacking soda because soda is not driving the obesity rates," said Stefan Friedman, an association spokesman.

    INDUSTRY CHALLENGE

    Beverage companies have several arguments on which to base possible legal challenges, including that the ban would affect interstate commerce by impacting supplies such as soda syrup and cups, said Marc Scheineson, a former associate commissioner at the U.S. Food and Drug Administration and head of the food and drug practice at the Washington, D.C. law firm Alston & Bird.

    That argument could be outweighed by the city's interest in public health, he said.

    Other Bloomberg initiatives to improve public health, such as forbidding smoking in restaurants and requiring chain restaurants to post calorie counts, were the subject of lawsuits, but the city prevailed.

    Regardless of whether it mounts any legal challenges, the industry is likely to spend a lot of money fighting the proposal like it has fought ongoing efforts to tax soft drinks, said Tom Pirko of Bevmark Consulting.

    "This is a challenge to the basic premise of their business plan, all predicated on selling sweet drinks in the largest volumes possible," Pirko said.

    "New York is a mega-market, but more importantly it is New York. It sets the pace. What happens in New York has a strong influence on the rest of the country," he said.

    Coke controls 70 percent of the U.S. fountain drink market, according to Beverage Digest, followed by Pepsi with 19 percent and Dr Pepper Snapple with 11 percent.

    Fountain business accounts for about 24 percent of the 9.3 billion cases of soda sold a year, Beverage Digest said, in a market worth $75.7 billion.

    Coke has been boosting its fountain business with its new Freestyle dispenser that lets customers pick from over 100 flavor combinations. It is unclear how the Freestyle machine would work if the ban passed, since diet drinks are not constrained.

    "To me, it puts a really big wrench in that," said Moody's analyst Linda Montag.

    Like draught beers, fountain sodas are often more profitable for suppliers than those sold in bottles and cans because they require less packaging and often have higher markups. That means the ban could constrain profits as well as sales.

    "Maybe you make up for it in pricing. You can't sell as much anymore, but you up your price a little bit so it doesn't impact the company all that much," Montag said.

    The proposal is to be submitted on June 12 to the New York City Board of Health, which will have a three-month comment period before voting on it.

    If approved, the ban would take effect six months later and be enforced by the city's restaurant inspectors. Restaurant owners would have nine months after adoption of the ban before facing fines of $200 for violations, Bloomberg said.

    Push to quash tobacco tax could echo beyond Calif

    LOS ANGELES (AP) ? Big Tobacco's success in branding a proposed California cigarette tax as a government boondoggle sent a message that could echo in other states as votes trended toward the opposition.

    Through a barrage of campaign ads, the industry was able to cut support for a $1-a-pack cigarette tax backed by cycling legend Lance Armstrong from a two-thirds majority in March to a dead heat on Election Day.

    While the outcome remained unclear Wednesday afternoon, experts said the feat of undermining the once-popular measure could scare off tobacco foes in other states.

    The $47 million ad campaign ? which scarcely mentioned the word "tobacco" ? showed that cigarette makers are shifting away from arguing about their product and looking for other ways to attack tax initiatives.

    "If they talk about smokers, most people in California aren't smokers," said Jack Pitney, a political science professor at Claremont McKenna College in Pomona. "Instead, they talk about wasteful spending and most people in California are against wasteful spending."

    In March, a statewide poll suggested Proposition 29, which would have used tax revenue to fund cancer research, would pass with two-thirds approval. With hundreds of thousands of votes still to be counted on Wednesday, it could be days or longer before a winner is declared.

    Taxes have been shown to reduce smoking rates, especially in young people, but in campaign ads, tobacco companies ignored the issue of smoking and of taxes entirely and instead focused on trouble the state could run into trying to distribute the revenue.

    The strategy didn't just sow doubt in the minds of individual voters.

    A slew of newspapers, including the Los Angeles Times, opposed the measure while proclaiming their reluctance to side with tobacco companies and general support for such sin taxes. They argued that the revenue should go directly to the state, which Gov. Jerry Brown announced last month now faces a deficit of $16 billion.

    The situation was reminiscent a 2006 California cigarette tax measure that led by wide margins until tobacco companies spent $66 million to defeat it with ads, including one featuring a Central Valley physician. That same physician was the centerpiece of this year's anti-tax campaign.

    Proposition 29 led in early returns for much of Tuesday as mail-in ballots were counted. But as precincts began to tally the votes cast on Election Day, the measure fell behind and began trailing by a fraction of a percentage point.

    Public health workers and anti-smoking advocates said that they would not let the bitter California fight discourage them from challenging the tobacco industry in the future.

    "They don't like to lose a big public campaign like this because they know it encourages us," said Danny McGoldrick of the Washington, D.C based Campaign for Tobacco-Free Kids. "I think they were trying to send a message to other states not to try this, but I think people are more resolved than ever to take them on."

    Armstrong and a coalition of anti-smoking groups say they raised about $12 million to bolster the measure. New York City Mayor Michael Bloomberg made headlines when he kicked in $500,000 to help offset the industry donations.

    But the effort was dwarfed by $47 million raised by opponents, a large haul for even the most heated state races. By comparison, Jerry Brown spent about $36 million in his successful 2010 bid to become governor of California and Wisconsin Gov. Scott Walker and his allies spent $47 million to beat back a recall challenge this week.

    The nation's most populous state has become a challenge for tobacco tax advocates in recent years. Californians approved a raft of smoking restrictions in the late 1990s and helped drive smokers off the beaches, away from bus stations, and in some cases, out of their own cars and apartments.

    The famously health-conscious state has not raised tobacco taxes since 1998, though, and the rest of the country has caught up. If the new tax passed, California would still have only the 16th highest tax rate in the nation.

    The overwhelming majority of recent tobacco taxes have been approved in statehouses, not at the polls, according to data compiled for The Associated Press by Campaign for Tobacco-Free Kids.

    Missouri voters are expected to weigh in on a tobacco tax increase in November, and similar proposals await action in the Rhode Island, Massachusetts and Illinois statehouses, according to the campaign.

    In California, where the smoking rate is just 12.1 percent, lawmakers have defeated more than 30 attempts to raise tobacco taxes in the last 30 years.

    Anti-smoking advocates say that far from discouraging them, each defeat at the ballot teaches them how to make their initiative less vulnerable to attack.

    "This shows that spending $47 million can get people confused, and when people are confused they tend to vote no," said Stan Glantz of the University of California, San Francisco's Center for Tobacco Control Research and Education.

    If the measure had directed the money straight to the state's hemorrhaging general fund, the opposition campaign would not have been able to raise the specter of the tax dollars leaving California, he said.

    "But they would have probably thought of something else," he said.

    Puerto Rico SS Carlos Correa goes No. 1 to Astros

    SECAUCUS, N.J. (AP) ? Carlos Correa reached into his pocket as he strolled to the podium, pulled out a small Puerto Rican flag and waved it at the cheering crowd.

    The 17-year-old slugging shortstop had just made hometown history at the baseball draft, and the Houston Astros hope it's only the start of many big moments for the first No. 1 overall pick from Puerto Rico.

    "I was very surprised," Correa said Monday night at the draft site at MLB Network studios. "I was like, 'Is it a dream or is it true?'"

    Yep, it all actually happened. The handshake and hug from Commissioner Bud Selig. The big smiles in the Astros cap and jersey. The pride of an island that has produced its share of baseball royalty.

    "This means a lot," Correa said. "We've got a lot of good players there."

    And plenty have come from there, too: from Roberto Clemente and Ivan Rodriguez to Carlos Beltran and Carlos Delgado. While some of those signed as free agents, none has ever been the top pick in the draft. Catcher Ramon Castro had been the highest-drafted player out of Puerto Rico, going No. 17 to Houston in 1994.

    "I feel so excited to be the No. 1 pick," said Correa, who was congratulated by Delgado on Twitter. "I've worked so hard to be here."

    Correa was one of five players in attendance at the draft, but his introduction was far from the most entertaining. Texas high school outfielder Courtney Hawkins did a backflip ? after being prodded by a television reporter when a video was shown of him landing one ? a few moments after going No. 13 to the Chicago White Sox.

    The 6-foot-3, 220-pound Hawkins, wearing a White Sox cap and jersey, spoke to general manager Kenny Williams right after he stuck his landing.

    "They said, 'Go do it,' so I went and did it," a smiling Hawkins said. "But Mr. Williams said: 'No more.'"

    Added Selig: "I hadn't seen one before, so it only goes to prove if you live long enough you'll see everything."

    While the NFL has a few dozen players show up for its draft, baseball has slowly made its event a place to be with the televised first round and major league representatives on hand ? just a few years after it once was held entirely by conference call. The five players in attendance this year were the most since the draft moved to MLB Network studios in 2009.

    "I hope we can work on that," Selig said. "The more people we can have here, the better I like it, you bet. Five is a good start, but we need to do better than that."

    Joining Correa and Hawkins were Oklahoma State lefty Andrew Heaney (No. 9, Marlins), Louisiana high school shortstop Gavin Cecchini (No. 12, Mets) and Washington high school catcher Clint Coulter, who went 27th to the Brewers.

    Heaney, a draft-eligible sophomore, had tears in his eyes after Miami selected him. Sitting with the other prospects in a makeshift dugout, Heaney headed over to shake Selig's hand and soon was wearing a Marlins cap and jersey.

    "That's about all that went through my mind is, 'Don't trip,'" a beaming Heaney said.

    While recent drafts lacked first-pick intrigue, Houston general manager Jeff Luhnow said the Astros didn't settle on Correa until about an hour before they went on the clock. Several mock draft lists predicted the Astros would select Stanford right-hander Mark Appel, but instead Houston made a somewhat surprising selection ? although Correa was considered one of the top five players available.

    Appel slid a few spots lower than projected, going to Pittsburgh at No. 8. The Pirates took UCLA righty Gerrit Cole with the No. 1 selection last year.

    It was the first time Houston had the top pick in the draft since 1992, when the Astros selected Phil Nevin ? passing on a young shortstop named Derek Jeter, who went five spots later to the Yankees.

    "I have read about that," Correa said, calling Jeter his idol as much for the New York captain's character off the field as on. "I want to be like him. He's awesome."

    Luhnow said the 6-foot-4, 190-pound Correa "has a chance to be a star" who could hit 20-30 home runs in the pros, whether it's as a shortstop or "ultimately maybe third base."

    Correa said he'd like to stay at shortstop, and he plans to use his signing bonus to help his family financially. The Santa Isabel native starred at the Puerto Rico Baseball Academy and is committed to the University of Miami, but is likely headed to Houston's farm system instead.

    With the second pick, Minnesota took speedy Georgia high school outfielder Byron Buxton, considered a five-tool player with a bat considered the best among all draft prospects.

    "Everybody talks about his athleticism," Twins scouting director Deron Johnson said. "He's got a really good swing. We think he's going to hit. We think he'll hit anywhere from No. 1 in the order to No. 3. Tremendous, tremendous upside."

    University of Florida catcher Mike Zunino, who has drawn comparisons to Jason Varitek for his leadership and ability to handle a pitching staff, was taken No. 3 overall by Seattle.

    "For me, my most important thing is I take pride in my defense," Zunino said. "Whether it's calling games, or receiving or blocking, that is what really defines me as a player."

    Baltimore went with LSU right-hander Kevin Gausman with the fourth pick, adding a potential ace to its system.

    Kansas City took University of San Francisco right-hander Kyle Zimmer, a converted third baseman, with the No. 5 overall pick.

    "He was the No. 1 pitcher on our board," said Lonnie Goldberg, the Royals' director of scouting. "I think everyone should know that. He's the guy we wanted."

    The draft opened with uncertainty about the talent ? many teams considered this crop of players weaker than recent groups ? and several significant rule changes in place.

    Under baseball's new collective bargaining agreement, teams will have a pool of bonus money from which to sign players. They'll also face a punitive tax and the possibility of losing draft picks if they go over the prescribed bonus total. If a player doesn't sign, the team loses the amount for that slot. Clubs now have until mid-July to sign draft picks, instead of the previous mid-August deadline.

    "Let's see how it works out," Selig said. "I am very optimistic. I think this will work out very well. And I think these are changes clearly helping the game."

    The first round and the initial compensation round were completed Monday night, with rounds 2 through 40 conducted through Wednesday via conference call.
